My suggestion is that in the admin panel, you add an option to default, new subscribers have enabled comments on your profile as well as notifications.

I hope this suggestion can be applied.

One might also add that profile comments can be reported as if it were any subject.

Thanks for the suggestions Juliens; Profile Comments will be updated so you can force all users (or particular groups) to have comments switched on in their profile. I'm just in the middle of another project which is taking up most of my time.
