I am not entirely sure what post tagging is? Is there a feature list for my network?

The MyNetwork feature list is a closely guarded secret. In fact, only one other person knows exactly what's in it. It will be released soon for you all to see... in the mean time though, I'll be testing the little things here.

Post Tagging is the ability to tag users in posts. It will also allow you to tag groups if you have the Social Groups module installed. It's similar to the way the username validation works when you're writing someone a PM, and you're typing in their username.

You can select which usergroups can use Post Tagging. At the minute, I'm still testing to make sure it works in each browser...

Great feature.
Will MyNetwork have FREE plugin? Or only PAID?

It's only paid at the moment. There could be a time where the Core and a few features are free to download.
